
Smart Mix of Financing Models Needed to Multiply €500 Billion Infrastructure Special Fund

In the Handelsblatt article "So kann der Infrastruktur-Booster funktionieren," White & Case partner Florian Degenhardt (Project Finance) comments on the German government's plans to leverage the special fund of €500 billion with private capital to invest in German infrastructure. He welcomes the special fund, as it has made Germany attractive to international investors and generated many inquiries from abroad. However, he emphasizes that many details remain unclear and concrete proposals are lacking on how private capital can actually be allocated. He recommends a smart mix of financing models, including public-private partnerships (PPPs) and government loans or guarantees, to accelerate investments in infrastructure including energy transition projects. He warns that without the involvement of the private sector, the necessary investments may not be realized quickly enough.
