Biography
Amro is an associate in the Project Development and Finance Practice in the Firm's Houston office. He helps clients navigate the full lifecycle of complex energy, power and infrastructure projects across international markets — from strategic procurement and development through to construction and project solutions. With experience spanning the Middle East, Europe and North America, he brings a genuinely cross-border perspective to the commercial and regulatory challenges that define high-stakes infrastructure transactions.
In Europe, Amro has advised on the acquisition of a large-scale electricity battery storage project — a transaction reflecting the accelerating complexity of the energy transition — and on the regulatory and commercial aspects of a major rail franchise transition in the United Kingdom, guiding a confidential client through the operational and contractual requirements of handing over a significant public transport franchise.
Across the Middle East, Amro has advised a confidential sovereign wealth fund subsidiary on the strategic procurement and implementation of a landmark new city development in Saudi Arabia, covering a broad suite of contracts spanning project management, construction, facilities management (including public-private partnerships), consultancy services and master plans. He has also counseled a confidential state-owned utility on the proposed privatization of its distribution and transmission subsidiaries — a multi-stakeholder process requiring careful navigation of substantial regulatory and structural complexity.
In North America, Amro has advised on a shared facilities agreement in connection with a co-located solar and battery energy storage system (BESS) project, navigating the complex interface and operational arrangements between the two technologies. He has also assisted several major technology companies on the procurement of data center facilities, advising across the full project lifecycle — from construction contracting through to operational arrangements — bringing a cross-disciplinary perspective to the rapidly growing and increasingly complex data center sector.
Amro is double qualified; as a solicitor in England and Wales and an attorney in Texas, and is fully bilingual in English and Arabic — enabling him to work fluidly across the international markets where his clients operate.
