Biography

Overview

Andrei is an associate in the Washington, D.C. office of White & Case in the firm's International Arbitration Group.  He has experience representing corporate and sovereign State clients in investment treaty arbitrations before ICSID pursuant to bilateral investment treaties and the Energy Charter Treaty, in cases that have involved the energy, mining, real estate, and telecommunications industry sectors.  In addition, he advises corporate clients on criminal matters.

Andrei also has experience representing pro bono clients in both civil and criminal matters in state and federal courts, and advising non-profit clients on issues of public international law.  He recently argued before the U.S. Court of Appeals for the Fourth Circuit on behalf of prisoners challenging the constitutionality of their conditions of solitary confinement.

Before joining White & Case, Andrei clerked for Judge Thomas Johnston on the U.S. District Court for the Southern District of West Virginia.  He graduated from Yale University with a degree in Economics and Literature, and received his J.D. from Columbia Law School, where he was an editor on the Columbia Journal of Transnational Law. 

During law school, Andrei also worked with Professor George Bermann on researching and drafting the Restatement of the Law, The U.S. Law of International Commercial and Investor-State Arbitration and interned at the Inter-American Court of Human Rights and for Judge Shira Scheindlin on the U.S. District Court for the Southern District of New York.

Experience

Advising a global social media platform provider in relation to potential criminal liability concerning content posted on its platform and other regulatory matters relevant to its business.

Representing a Canadian mining company and its Jersey subsidiary in an investment treaty arbitration under Romania's bilateral investment treaties with Canada and the United Kingdom.

Representing the Republic of Bulgaria in an investment treaty arbitration under the Bulgaria-Israel BIT relating to a real estate development project.

Representing the Republic of Bulgaria in an investment treaty arbitration under the Energy Charter Treaty relating to an investment in the renewable energy generation sector.

Represented a Kuwaiti logistics company in an investment treaty arbitration under the Iraq-Kuwait BIT relating to a telecommunications license concession.

Advised a sovereign State on its rights under the Vienna Conventions on Diplomatic and Consular Relations and U.S. domestic law in connection with a diplomatic dispute.
