Anwaar is a partner at White & Case based in Riyadh, Saudi Arabia. Her practice focuses on government advisory, public policy, regulatory frameworks, governance and institutional structuring, with a particular emphasis on public institutions, charities, foundations, endowments (awqaf), universities and other purpose-driven organizations. She advises clients on the establishment, governance and operation of organizations and public benefit entities, as well as on Saudi law matters, foreign direct investment, market entry and regulatory compliance.

Prior to joining White & Case, Anwaar served as Senior Legal Advisor to the Minister of Investment of the Kingdom of Saudi Arabia and, before that, as General Counsel of Saudi Venture Capital, the Kingdom's venture capital investment company.

During her time at the Ministry of Investment, Anwaar played a leading role in the development of legislation and public policy affecting foreign investment and the broader investment ecosystem. She represented the Ministry on several government committees responsible for developing regulatory frameworks relating to investment funds, special economic zones and government incentive programs, and played an instrumental role in the establishment of the Kingdom's first Special Economic Zones and their regulations.

Anwaar has extensive experience advising government bodies, boards and institutional clients on governance frameworks, institutional design, board effectiveness, regulatory compliance and policy implementation. She regularly advises on governance policies, board charters and governance codes, and on the legal and regulatory frameworks applicable to public institutions, non-profit organizations, charities, foundations, endowments (awqaf) and universities.

In her previous role as General Counsel of Saudi Venture Capital, Anwaar led investments into private equity and venture capital funds and high-growth companies while also serving as Secretary to the Board of Directors, where she established the organization's governance framework, including its governance codes, board charters and key governance policies.

Her broader experience includes advising international investors, multinational companies, government-related entities and public institutions on foreign direct investment, market entry into Saudi Arabia, licensing and regulatory requirements, commercial and operational structuring, and navigating the Kingdom's evolving legal and regulatory landscape.
