Overview

Michael is an associate in our Project Development and Finance practice in Riyadh. He has experience advising clients in the Middle East, Australia and elsewhere on project delivery and has acted for procurers, sponsors and lenders on complex PPP projects.

Michael's experience spans the renewable and conventional power sectors, water, energy and resources, and infrastructure (with a particular focus on transport infrastructure). Michael's experience across the power and water sector in the Kingdom in recent years is unparalleled at the associate level.

Experience

Representative transactions include: 

  • Representation of Saudi Aramco on the structuring and tendering of the US$1 billion Tanajib Cogeneration and Desalination Plant. This deal was recognised as "MENA Power Deal of the Year" by IJ Global 2021.
  • Representation of Saudi Aramco on the structuring and tendering of the Jafurah Cogeneration IPP.
  • Representation of the lenders in connection with the refinancing of Riyadh PP11, a 1,730 MW gas-fired power plant located west of Riyadh, Saudi Arabia. This deal was recognised as "MENA Refinancing Deal of the Year" by IJ Global 2021.
  • Representation of the National Water Company of Saudi Arabia (NWC) on the development and procurement of six management, operation and maintenance contracts.
  • Representation of Saudi Water Partnership Company (SWPC) as procurer, on the structuring and tendering of multiple wastewater PPP projects (on a long-term BOOT basis) in the Kingdom of Saudi Arabia.
  • Representation of the Saline Water Conversion Corporation (SWCC) on its unbundling initiative including preparation of the business for functional privatization and separation of its activities into separate transmission (TransCo) and generation companies (GenCos).
  • Representation of USAID and the Jordanian Ministry of Water and Irrigation on its US$multi-billion Aqaba to Amman Water Desalination & Conveyance Project (formerly the Red Sea Dead Sea Project), the largest water generation scheme to be implemented in the history of the Hashemite Kingdom of Jordan.
  • Representation of the lenders to developers of three 50MW solar PV projects in Jordan.
  • Representation of the developer in respect of a 200MW solar PV farm concession in Jordan.
  • Representation of the lenders to a developer of a 90MW wind farm IPP in Jordan.
