Biography

Noan Fréchard is an associate in White & Case's Project Development and Finance group in Paris.

Her area of expertise covers French public law, with a specific focus on public contracts (notably infrastructure concessions), public property law, as well as on litigation matters.

Noan also handles complex regulatory matters, particularly in the energy, transportation, telecommunications, media, and public health sectors.

Before joining White & Case, Noan completed several experiences within various Paris-based teams focused on public business law.

Experience

The key matters on which Noan has been involved at White & Case include the following:

  • Vinci Construction, Meridiam and RATP Solutions Ville on a concession project for PariSanté Campus on the Val-de-Grâce location in Paris.
  • Région Grand Est in the context of the creation of a production/storage/fuelling station for the Grand Est Région's H2 trains.
  • Paris Cooling Networks: Representation of Coriance and NGE in connection with the award procedure of the concession relating to the cooling networks of the city of Paris.
  • Grand Paris Express: Representation of Société des Grands Projets in connection with the completion of the construction of the Grand Paris Express lines, their delivery and transfer to the operators and infrastructure managers.
  • Caisse des Dépôts et Consignations on several equity investment projects.
  • La Banque Postale on the transfer of a public contract following a merger by absorption.
  • Roads: Representation of Vinci Autoroutes/Vinci Concessions on the A154 motorway concession.
