Biography

Norah Ghuman is an associate in the Construction & Engineering Group based in Dubai and Abu Dhabi. She has experience assisting clients in the Middle East, Africa and Asia Pacific on major high-end infrastructure, energy, construction and PPP projects. She has acted for procurers, sponsors, and lenders on a range of complex projects and project financings.

Experience

Representation of Emirates Water and Electricity Company (EWEC) in relation to the drafting, negotiation and advisory on the EPC contracts and ancillary project documentation to be used across Abu Dhabi's independent power and water producer (IPP/IWPP) programme, including advising on risk allocation, performance guarantees and interface arrangements.

Advising on the EPC and O&M arrangements for the redevelopment of Damascus International Airport, a US$4 billion project led by a consortium comprising Qatar's UCC Holding, Turkish contractors (Cengiz and Kalyon), and US-based Assets Investments. The project involves the end-to-end modernization and expansion of the airport to increase capacity to 31 million passengers per annum.

Advising Qatar's UCC Holding in connection with the development of four Combined-Cycle Gas Turbine (CCGT) power plants in Syria as part of a multi-billion dollar infrastructure rehabilitation program to restore and secure the country's electrical grid. The portfolio comprises the North Aleppo Power Plant (1,200 MW), Deir Ezzor Power Plant (1,000 MW), Zayzoun Power Plant (1,000 MW) and Mhardeh Power Plant (800 MW), adding a total of 4,000 MW of thermal generation capacity.

Assisting various subsidiaries of Saudi Aramco with the structuring, drafting and negotiation of EPC and O&M arrangements in relation to the RFPs for major utility-scale solar projects, including advising on technology-specific risk allocation, performance testing regimes and liquidated damages frameworks.

Advising a Saudi Arabian procurer on the structuring, tender and procurement of a large-scale masterplan and hotels project, including the preparation of a full suite of construction and interface documentation, design consultancy agreements, and contractor prequalification frameworks.

Advising Drydocks World Dubai on an ongoing basis in respect of tendering for various FLNG, FPSO and maritime PPP projects. 

Advising Drydocks World Dubai on the EPCI and transport contracts for a 2-GW High-Voltage Direct Current (HVDC) grid connection offshore windfarm. The project will be the first Baltic Sea project to use 525-kV HVDC technology.

Advising a Saudi Arabian government entity on the construction-related aspects of a multi-phased cogeneration project, including the structuring of EPC and O&M arrangements, phased completion mechanisms and the coordination of interface risks across multiple project phases.

Advising NEOM on the procurement, tendering and construction contracts for large-scale hospitality and residential projects, including the development of bespoke contract suites, evaluation criteria for contractor selection and risk allocation across multi-package delivery structures.

Advising the Diriyah Gate Development Authority in relation to the preparation and negotiation of various construction contracts for a range of construction, procurement and consultancy services forming part of one of Saudi Arabia's most significant cultural and heritage destination developments.

Representation of a PIF subsidiary on an ongoing basis in respect of the drafting, negotiation and management of various sponsorship, consultancy and services agreements relating to their events and entertainment arm, including advising on intellectual property, liability and termination provisions.

Advising a Consultant in relation to consultancy agreements for the development of an early-stage Saudi Arabian giga-project.  

Advising a Saudi Arabian procurer on an ongoing basis in respect of force majeure, commissioning, delay and related claims arising under various large-scale power projects in their portfolio. 

Supporting a DEWA with their legislative reform analysis, feasibility studies and project development of a wastewater restructuring/reform.* 

Supporting ADNOC during a 6-month secondment to the legal services department, including providing legal advice to various subsidiaries on an ongoing basis.*
