Biography

Pedro is an associate in the New York office of White & Case LLP in the Energy, Infrastructure, Project and Asset Finance group. He regularly represents commercial and development banks, multilateral agencies, sponsors, and developers on complex infrastructure and project finance transactions across Latin America, including the financing, construction, development, and operation of renewable energy and infrastructure projects.

Experience

Cerro Dominador solar project 
Representation of a group of commercial banks and institutional investors in respect of the restructuring of the multi-tranche, multi-currency financing provided to a subsidiary of EIG for the development of the US$1.6 billion Cerro Dominador solar project, which is comprised of a 110MW concentrated solar project and a 100MW photovoltaic project. *

Puerto Rico Solar and BESS portfolio Financing
Representation of AES Corporation (AES), as borrower through its subsidiary Clean Flexible Energy, LLC, on a ~US$860 million loan guarantee from the US Department of Energy through its Loan Programs Office. The loan will finance the construction of a portfolio of renewable energy projects comprising two solar photovoltaic (PV) farms equipped with battery storage and two standalone battery energy storage systems (BESS) in the municipalities of Guayama and Salinas in Puerto Rico. *

Tramarsa acquisition financing
Representation of the lenders on the financing for the acquisition of a 50% stake in Trabajos Maritimos S.A. (Tramarsa), an integrated port infrastructure platform in Peru owned by Grupo Romero. *

Ramones II Midstream equity acquisition
Representation of BlackRock, the largest investment manager in the world, and First Reserve, the largest global private equity and infrastructure investment firm exclusively focused on energy, in their acquisition of 45% equity of each of: (i) TAG Pipelines Sur, a special purpose vehicle incorporated as a joint venture between PEMEX and GDF Suez, which developed the Ramones Phase II South Natural Gas Transportation System and (ii) TAG Norte Holding, which developed the Ramones Phase II North Natural Gas Transportation System. This transaction was the first major PEMEX-sponsored midstream asset to be built in partnership with foreign capital since the approval of Mexico's historic Constitutional Energy Reform in 2013. *

Colombia's largest debt financing package for a solar asset
Representation of IDB Invest, IDB, Bancolombia, UK Sustainable Infrastructure Fund and the Dutch Development Bank (FMO) on the A/B multi-tranche and multi-currency financing for the Spanish developer Solarpack in connection with the construction of the 100 MW “La Union” and the 80 MW “La Mata” solar projects in Colombia. As the closing date, this was Colombia's largest debt financing package for a solar asset and the first project financed with underlying power purchase agreements with local utilities from the auction held by Colombia's Ministry of Mines and Energy in 2021.*

A/B loan financing to PAE
Representation of Corporacion Andina de Fomento and several commercial banks in connection with an A/B loan US$300 million financing provided to Pan American Energy S.L. (PAE).*

Rio Magdalena 2 4G toll road
Representation of the international lenders, and hedge providers, in connection with the dollar tranche and the interest and currency derivatives entered into for the multi-tranche financing of the project for the construction of the Rio Magdalena 2 4G toll road project in Colombia.*

Ramones II Northern gas pipeline financing restructuring
Representation of TAG Norte Holding (as issuer and borrower) and TAG Pipelines Norte (as project developer), as well as the Sponsors (IEnova and Brookfield Infrastructure controlled companies), in the restructuring of the existing US$1.2 billion credit facility for the Ramones Phase II North Natural Gas Transportation System, and the simultaneous issuance and placement of US$332 million of 5.04% Senior Notes due 2039 with private investors affiliated with Allianz Global Investors.*

Dominican Republic 252 MW gas plant financing
Representation of Fondo De Inversión Cerrado Libre Para el Desarrollo de Infraestructuras Dominicanas I and CIFI LATAM, S.A. in connection with a financing of DOP4.1 billion provided to Siba Energy Corporation, a subsidiary of Empresa Generadora de Electricidad Haina S.A., for the development, construction and operation of a 252MW combined-cycle gas fired power plant being developed in the Dominican Republic.*

Green financing portfolio in Ecuador
Representation CAF, BIO and Proparco in connection with a syndicated loan of US$137.5 million to Banco Guayaquil S.A. to expand its green financing portfolio and to support MSMEs led by women. *

Wind farm financing in Uruguay
Representation of CAF and DNB Group in connection with a senior and a subordinated loan facility to be provided to Cadonal S.A. for the financing of a 50MW wind farm located in Cerro Colorado, Department of Flores, in Uruguay. *
