Andrea primarily acts for clients on construction and infrastructure projects, including public private partnerships and other privately financed arrangements.

Andrea acts for project sponsors, lenders and borrowers and subcontractors as well as government authorities, working closely to develop commercially sound solutions which meet the needs of her clients.

Andrea also acts for private sector clients in relation to defence procurement.

  • Suburban Rail Loop: Advising the Victorian Government in relation to the procurement of the Suburban Rail Loop Project.
  • Queensland Train Manufacturing Projects: Advising Downer in relation to its successful bid to deliver the Queensland Train Manufacturing Project.
  • Melbourne Metro: Advising on the AUD11 billion Metro Tunnel Project in Victoria, Australia.
  • Citylink Tullamarine Freeway Widening: Advising Transurban on its market led proposal to upgrade and widen CityLink and the Tullamarine Freeway.*
  • HCMT Project: Advising for Public Transport Victoria on its High Capacity Metro Trains PPP Project which was awarded ‘Asia-Pacific Rail Deal of the Year’ by PFI in 2016. This project involved the procurement 65 new high capacity metro trains, the construction of a depot and light maintenance facility, maintenance services and private finance.*
  • Cranbourne Pakenham Rail Corridor Project: Advising the consortium of MTR Corporation, John Holland and United Group in respect of their unsolicited proposal in relation to the Cranbourne Pakenham Rail Corridor Project. This project related to the delivery of 25 high capacity trains, high capacity signalling, grade separations at level crossings, power upgrades and a new train maintenance depot on the Dandenong corridor in Victoria, Australia.*
  • Transmission Gully: Advising Wellington Gateway Partnership in relation to the design and construction of the Transmission Gully Motorway in New Zealand. This transaction was awarded Asia-Pacific PPP Deal of the Year 2014 by IJGlobal and Project Finance International.*
  • Queensland New Generation Rollingstock PPP: Represented the lenders in relation to the A$900 million financing of 75 new six car trains and related infrastructure in Queensland, Australia.* 


  • Ravenhall Prison PPP: Advising the Facility Maintenance Contractor for the successful consortium on the Ravenhall Prison Project.*
  • New Zealand Schools 2 PPP: Advising the Operational Services Contractor for the successful consortium on the New Zealand Schools 2 PPP Project.*


  • ANZAC Class frigates: Advising 2 major defence subcontractors on the negotiation of a AUD$2bn strategic partnership between the Department of Defence and industry for the sustainment of the ANZAC Class frigates.*


  • SA Battery: Advising Neoen on its joint development with Tesla of the world's largest lithium ion battery (to be paired with the Hornsdale Wind Farm) in South Australia.
  • Yunlin: Advising the financiers on the Yunlin offshore wind farm.
