Biography

Overview

Ena Cefo is an associate in the Firm's Litigation and International Arbitration Groups. She represents and advises private companies and foreign sovereigns in the resolution of international disputes, including before arbitral tribunals constituted under the International Centre for Settlement of Investment Disputes (ICSID) and the International Chamber of Commerce (ICC). Her experience also includes litigation related to the Foreign Sovereign Immunities Act and the Federal Arbitration Act, as well as internal investigations pursuant to the Foreign Corrupt Practices Act.

During law school, Ms. Cefo was a Global Law Scholar and a member of the Georgetown Journal of International Law.

Experience

International Arbitration:

  • Representing the Republic of Uzbekistan in an ICSID arbitration of a dispute arising under the Turkey-Uzbekistan Bilateral Investment Treaty relating to an investment in the textile industry.
  • Representing a consortium of construction companies in a series of ICC construction arbitrations and U.S. litigations relating to disputes over the expansion of the Panama Canal.
  • Represented the Republic of Uzbekistan in an ICSID arbitration of a dispute arising under the Turkey-Uzbekistan Bilateral Investment Treaty relating to an investment in a shopping complex.

Commercial Litigation:

  • Representing TECO Guatemala Holdings, LLC before U.S. federal and appellate courts in litigations relating to the enforcement of ICSID arbitral awards.
  • Representing TENEX-USA, Inc. before U.S. federal and appellate courts in litigations relating to the Foreign Sovereign Immunities Act.
  • Advising a major multinational corporation on potential compliance risks in Eastern Europe.
  • Advising foreign state-owned entities and multinational corporations on litigation and discovery risks in the United States and abroad.
  • Assisted in the representation of Anthem, Inc. during a U.S. Department of Justice antitrust merger investigation.
  • Assisted in the representation of Boehringer Ingelheim in a U.S. federal antitrust litigation relating to a patent settlement agreement.
