Biography
Isaac Webb is an associate in the Firm's International Arbitration Practice Group. Mr. Webb has extensive experience representing sovereigns and corporations in high stakes litigation and arbitration before major international fora, including the International Centre for the Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration (PCA), and the International Court of Justice (ICJ).
Prior to joining the firm, Mr. Webb served in the Office of the Legal Adviser at the U.S. Department of State, where he represented the United States in investor-State arbitrations, State-State disputes, and multilateral negotiations. He is a recipient the Department of State's Superior Honor and Franklin Awards for exceptional public service.
He was previously a journalist and Fulbright Fellow in Kyiv, Ukraine, and a Junior Fellow at the Carnegie Endowment for International Peace in Washington, D.C. His writing has been featured in Foreign Affairs, Foreign Policy, The Atlantic, and International Studies Quarterly.
Mr. Webb teaches international litigation and arbitration at Boston College Law School. He is an Advisory Board Member of the American Society of International Law's International Courts and Tribunals Interest Group.
Experience
TC Energy Corporation and TransCanada Pipelines Limited v. United States of America (II)
Represented the United States in $15 billion USMCA/NAFTA claim related to the revocation of the permit to build the Keystone XL Pipeline. Obtained a full dismissal of the claim on jurisdictional grounds.
Certain Iranian Assets (Islamic Republic of Iran v. United States of America)
Represented the United States in this case in which the International Court of Justice rejected nearly all of the monetary value of Iran’s claims.
Alleged Violations of the 1955 Treaty of Amity, Economic Relations, and Consular Rights (Islamic Republic of Iran v. United States of America)
Represented the United States in this case before the International Court of Justice.
Alberta Petroleum Marketing Commission (APMC) v. United States of America
Representation of the United States in this CAD$1.3 billion USMCA/NAFTA claim related to the revocation of the permit to build the Keystone XL Pipeline.
