Biography
Jack is an associate in White & Case's Project Development and Finance Practice in the Houston office. Jack represents clients in complex domestic and international commercial transactions and projects, including project and infrastructure development and construction, strategic joint ventures and investments, acquisitions and divestitures, and commercial contracts for upstream, midstream and downstream oil & gas, LNG, gas-to-power, natural gas liquids, petrochemicals/chemicals, hydrogen, carbon capture and storage, shipping, electric power, renewable energy and other energy and infrastructure projects.
Jack is dual-qualified in English and Texas law and has previously worked in the United Kingdom and the United Arab Emirates.
Experience
The co-investors in a Blackstone Credit & Insurance led investor consortium on a US$7 billion investment in Sempra Infrastructure Partners' Port Arthur LNG Phase 2. The investment will advance the development, construction and operation of the Port Arthur LNG Phase 2. The new phase will include two natural gas liquefaction trains, one LNG storage tank and associated facilities with a nameplate capacity of approximately 13 million tonnes per annum (Mtpa) of US-produced LNG to help produce reliable energy to global markets.
The Government of the Republic of Trinidad & Tobago on the groundbreaking strategic restructuring and re-licensing of the Atlantic LNG Project, one of the largest and oldest LNG export facilities in the western hemisphere. White & Case advised the Government and Ministry of Energy and Energy Industries on all aspects of drafting, negotiation and structuring the project, including joint venture arrangements, corporate governance, gas processing, gas transportation and gas sales arrangements, LNG offtake arrangements, operations and maintenance, the licensing and fiscal regime, regulatory issues, budgeting and expenditure processes, ongoing government oversight of the project, and cross-project risk mitigation. The restructuring is the first significant effort by a government worldwide to fundamentally recast the complex web of contracts underlying a mature LNG export project to extend its productive life and encourage further investment.
