Biography

Overview

Jesse focuses his practice on helping developers, owners and investors on their global construction projects. 

Prior to joining White & Case, Jesse spent seven years as an upstream engineer at Exxon Mobil in their Project Management and Execution group. Jesse has worked on projects as an engineer in West Africa, the North Sea, and South East Asia. Two and a half of his seven years at Exxon Mobil were spent in Papua New Guinea constructing a gas processing plant for a LNG facility. Jesse has extensive knowledge on upstream construction – with an emphasis in management of change, contractor management, project controls, site safety, and execution planning.

Experience

Representation of a multi-national petro chemical company in the development of its EPCM capital project strategy, including development of the associated agreements, reviewing company guidelines, interviewing internal stakeholders, and providing training on the new strategy.

Representation of a US bank in connection with the decommissioning and redevelopment of a wind farm in Puerto Rico in the aftermath of Hurricane Maria, including preparing and negotiating the balance of plant and construction management agreements,  and the overall coordination and development of technical aspects of the project.

Representation of a major US power producer in the disposition of a power plant, including the development of a long term service agreement with the new owner.

Representation of a joint venture company in its development of over 10 projects, primarily comprised of energy as a service micro grid projects. The representation included, creating form EPC agreements, advising on RFP issues, and negotiating with bidders.  

Representation of a non-profit in the development of a solar generation and storage facility in Puerto Rico for a local market. The representation included a broad review of the design and construction agreements, and the negotiation with a financially strained contractor.

Representation of an international investment company in the acquisition of a Canadian industrial solar power storage company. The representation included the comprehensive review and evaluation of ten projects in various stages of execution, including the engineering, procurement, and construction agreements, and operations and maintenance agreements.

Representation of a US bank in connection with a loan to a major energy company for the development of a 90+ unit wind power generation facility, including the evaluation of agreements for engineering, supply, construction and installation. The representation included an in-depth analysis of the overall development and the integration of various agreements for engineering, supply, construction and installation.

Representation of a LNG company in the drafting and negotiation of an EPC agreement to develop its LNG export facility near Kitimat, British Columbia, Canada. The project is valued in excess of US$10 billion. Jesse's involvement included the development and execution of the EPC agreement.*

Representation of an international company in the drafting and negotiation of an EPC agreement for a gas processing and LNG liquefaction facility for an offshore field located in Mozambique.*

Representation of a developer in connection with the drafting and negotiation of the EPC for a greenfield power facility, which included an initial, competitive RFP for FEED.*

Representation of a developer in connection with the drafting and negotiation and re-bid of the EPC for a greenfield LNG facility.*

Representation of a real estate developer in connection with purchase of over 1000 acres in New Mexico; include the review of surveys and title commitment documents.*
