Biography
Lucas is an associate in the Firm's International Trade practice in Brussels, where he advises clients on a broad range of EU trade and regulatory law matters.
Lucas has extensive experience in EU customs law, including rules of origin, classification and customs valuation, as well as repayment requests, OLAF and EPPO investigations and duty suspensions.
He also advises on EU trade defense instruments, sanctions and export controls and EU regulatory measures such as forced labour, deforestation and CBAM, as well as product safety and related compliance issues.
Lucas regularly assists clients with multijurisdictional matters involving national customs authorities, the European Commission, OLAF and the World Customs Organization, coordinating cross-border strategy in several EU member states, and represents clients before the Belgian, Dutch and EU courts.
Prior to joining White & Case, Lucas worked at a leading trade law firm in Brussels, where he focused on EU trade law and gained particular experience in customs matters. He previously worked in the legal service of the Belgian customs authority.
Experience
Assisted a leading bicycle manufacturer in securing an exemption from EU anti-dumping duties on bicycle parts.*
Representing an EU importer before the ECJ in Case C-157/25 concerning the interpretation of the notion of "consigned from".*
Assisted an EU importer in preliminary reference proceedings before the ECJ in Case C-268/22, obtaining the annulment of an EU regulation imposing anti-dumping measures and the repayment of duties already paid.*
Advised companies across a variety of sectors on tariff classification issues and developed litigation and dispute-resolution strategies in several EU member states.*
Representing importers in origin and circumvention investigations conducted by OLAF and national authorities in several EU member states, including advising on strategy and litigation with national customs authorities.*
