Rafael is an associate in the Mexico City office of White & Case and a member of the Firm's Global Technology Industry Group. His practice focuses on administrative law and commercial and constitutional litigation, with a particular emphasis on regulatory and digital matters. He advises multinational technology and social media companies in regulatory investigations and proceedings involving privacy, data protection, consumer protection, defamation, hate speech, and intermediary liability.

He regularly advises clients on the launch of new products and services in Mexico, particularly those related to digital ecosystems involving content platforms, e-commerce, artificial intelligence, digital monetization strategies, music and entertainment, supporting business-critical initiatives in highly regulated environments.

Prior to joining White & Case, Rafael worked at an administrative court of appeal and at a leading Mexican law firm specializing in administrative law.

Through his work, Rafael combines deep regulatory and litigation experience with a strong understanding of digital business models, positioning him as a trusted advisor to clients managing legal risk while scaling innovative technologies across Mexico.
