Biography

Raphaël Papon is a dual-qualified lawyer (Paris and New York) based in the Paris office of White & Case.

He has extensive experience advising sponsors, lenders and government entities in the structuring of mining, energy and infrastructure projects in emerging markets.

Prior to joining White & Case, Raphaël worked for a Magic Circle law firm in Paris and for a leading Chinese law firm in Beijing where he represented Chinese SOEs and major corporations within the framework of the Belt and Road initiative project.

Experience

His relevant experience, within White & Case, includes:

  • Representation of the lenders to the consortium composed of Acciona Agua, Green of Africa, and Afriquia Gaz in connection with the tender process, export credit-backed financing, and senior debt facilities for the construction, development, operation, and maintenance of the Casablanca Water Desalination Plant.
  • Representation of La Société Nationale Industrielle et Minière (SNIM) with respect to the development of mining assets in Mauritania, including the associated rail and port infrastructure aspects.
  • Representation of a confidential client with respect to its potential acquisition of participating interests in oil & gas fields located offshore of Côte d'Ivoire.
  • Representation of a major Chinese corporation on government negotiations with respect to its bauxite mining project in Madagascar.
  • Representation of a confidential client with respect to its lithium offtake arrangements with a major automotive manufacturing company.
  • Representation of The Ministry of Energy of Uzbekistan in relation to various power projects (wind farms, a solar park, battery energy storage systems, and a combined heat to power plant) in Uzbekistan.
  • Representation of a confidential bidder with respect to the procurement and roll-out of a fibre-optic network in the State of Kuwait.
