Raymond Simon is an experienced tax lawyer who advises clients on complex financings and investments, including domestic and cross-border equipment leasing and other asset-based finance transactions.


Raymond helps clients to navigate the tax complexities of large-scale, cross-border finance deals and investments. His reputation as a leading lawyer in this field is based on his extensive track record, working for over 25 years on major transactions across the globe. At ease with the technical issues involved in intricately structured deals, he has been closely involved in a number of groundbreaking projects, noted for their multijurisdictional complexity. A significant portion of Raymond's advisory practice is devoted to counseling underwriters and issuers regarding debt and equity securities issuances to US and non-US investors. He also brings insight and clarity to financial institutions and borrowers regarding the tax implications of bank finance transactions, including issues raised by the Foreign Account Tax Compliance Act (FATCA). Committed to providing cutting-edge, value-driven counsel, Raymond also has significant experience of working on domestic and cross-border leasing transactions. He regularly advises lessees and financing parties with respect to the tax aspects of leveraged lease and EXIM financing transactions involving a variety of assets, including aircraft, rail cars and electrical generation and transmission facilities. The international dimension to Raymond's transactional background has made him a valued asset to clients based both in the US and around the world. Familiar with the tax landscape in a broad range of countries, Raymond spent a number of years working as a tax lawyer in Hong Kong and Tokyo, prior to joining White & Case.

Advised Wind Telecomunicazioni S.p.A., a leading Italian telecoms operator, and its wholly owned subsidiary Wind Acquisition Finance S.A. (WAF) on a corporate refinancing that includes a new €4 billion issuance by WAF of three tranches of senior secured bonds.

Citigroup Global Markets Inc. on Landmark Bangladeshi High Yield Bond Issue, 2014
Advised Citigroup Global Markets Inc. as the sole bookrunner on a landmark Rule 144A/Regulation S high yield bond offering by Banglalink Digital Communications Limited. Banglalink's issue of US$300 million 8.625% senior notes due 2019 was the first international bond offer and also the first high yield bond offer from Bangladesh.

Represented Dynegy Inc. (Dynegy), an independent power producer providing wholesale power, capacity and ancillary services, as issuer in connection with the sale of US$500 million in aggregate principal amount of 5.875% senior notes due 2023 to Morgan Stanley & Co. LLC and Credit Suisse Securities (USA) LLC, as joint book running managers and global coordinators; Barclays Capital Inc., Deutsche Bank Securities Inc., Goldman, Sachs & Co., J.P. Morgan Securities LLC, Merrill Lynch, Pierce, Fenner & Smith Incorporated, RBC Capital Markets, LLC and UBS Securities LLC, as joint book running managers; and Mitsubishi UFJ Securities (USA), Inc., as co-manager.
