Issue: URE submitted a self-report disclosing that it did not document one access point to its transmission control room as required by CIP-006-2a which requires all access points to be identified and documented.

Finding: The issue was deemed by RFC to pose minimal risk to BPS reliability because the location of the transmission control room inside the generation control room lessened any risk of unauthorized entry. The generation control room is locked 24/7 and secured by a coded locking device, and only authorized staff have the lock combination. The transmission control room is also monitored by cameras.
