California Department of Water Resources (CDWR), Docket No. RC12-16 (September 28, 2012)

Reliability Standard: FAC-001-0

Requirement: 1, 2, 3

Region: WECC

Issue: During a compliance audit, the WECC found that CDWR, as a TO, failed to comply with R1, R2 and R3. The Audit team discovered that CDWR failed to document, maintain, and publish facility connection requirements (per R1). Consequently, CDWR failed to specifically address the requirements outlined in R2 in its facility connections. Furthermore, WECC found that CDWR failed to make documentation available to WECC within five days of WECC's request for documentation of facility connection requirements per (R3). WECC decided that CDWR documented and maintained Facility Connection Requirements and was in compliance as of July 16, 2012.

Finding: WECC found the issues posed minimal risk to the reliability of the BPS since CDWR does not allow interconnection to its facilities, and thus has not had any interconnections. In the absence of interconnections, the risk posed by the failure to have facility connection requirements (in compliance with R1, R2 and R3) is mitigated.

Issue: FFT Entity self-certified that it had not properly maintained or documented its facility connection requirements.

Finding: FRCC found that this issue constituted only a minimal risk to BPS reliability since the relevant requirements would have been addressed during the engineering studies related to an interconnection. In addition, FFT Entity is a relatively small entity which is only connected to one other Transmission Operator.

Issue: FFT Entity self-reported that, from June 18, 2007 through September 17, 2007, it did not have facility connection requirements procedures (R1). Therefore, it also did not have facility connection requirements that addressed notification procedures of new or modified facilities to those entities responsible for BPS reliability or voltage level and MW and MVAR capacity or demand at point of connection (R2).

Finding: FRCC found that these issues constituted only a minimal risk to BPS reliability since the relevant requirements would have been addressed during the engineering studies related to an interconnection. FFT Entity also had documents governing connections to its electric system (even though the relevant documents did not discuss the BPS). Furthermore, there were no interconnections made during the course of the violation.

Reliability Standard: FAC-001-0

Requirement: R2/2.1.3

Region: ReliabilityFirst

Issue: During a compliance audit, it was found that the documents for connection requirements used by FFT Entity, as a TOP, did not reference MW and MVAR capacity or demand at the point of connection as set forth by FAC-001-0 R2.1.3. FFT Entity reported that it used the interconnection requirements given by its TOP, but it did not give ReliabilityFirst the documentation with that information. And, the documentation provided by FFT Entity, both internal and PJM manuals, did not address MW and MVAR capacity or demand at point of connection.

Finding: ReliabilityFirst found the issue constituted a minimal risk to BPS reliability because FFT Entity does have a documented transmission planning procedure in place which satisfied all of FAC-001-0 R2’s sub-requirements but for R2.1.3. FFT Entity corrected is documentation to comply with R2.1.3. FFT Entity clarified that it had no specific voltage MW or MVAR requirements on generation facilities only that “a generator developer connecting to the [the entity's] Transmission shall supply electricity to the Points of Interconnections at a nominal voltage of 115, 230, or 500kV.” FFT Entity added the requirement that generator developers can connect to its transmission at voltages of 115, 230, or 500 kV in its transmission planning procedure before the issue with FAC-001-0 R2.1.3.

Requirement: R2 /R2.1.4, R2.1.6 through R2.1.11

Region: SPP RE

Issue: During a compliance audit, SPP RE determined that FFT Entity’s policy did not adequately summarize the sub-requirements required by FAC-001-0, specifically: breaker duty and surge protection (R2.1.4); metering and telecommunications (R2.1.6. ); grounding and safety issues (R2.1.7); insulation and insulation coordination (R2.1.8. ); voltage, reactive power, and power factor control (R2.1.9); power quality impacts (R2.1.10); and equipment ratings (R2.1.10).

Finding: This issue posed only a minimal risk to the reliability of the BPS because FFT Entity adequately addressed and documented these requirements in the course of approving a facility connection.
