He notes that a pickup in activity in fall 2025, combined with delays stemming from the government shutdown, could drive increased momentum in the first quarter of 2026. "I think it's reasonable to say that the backlog will make for a busier first quarter of 2026 for a couple of reasons," he told Law360.
