Biography
Ahmed AboElnour is a counsel in White & Case International Trade Practice Group and is based in Riyadh office. He advises clients on international trade and customs matters including trade remedies, market access, trade policies, sanctions and trade negotiations. He has particular experience in the Middle East and North Africa advising governments and companies to navigate international trade, find solutions, and mitigate risks.
Ahmed has extended experience in trade remedy issues. Over 25 years, he worked as in-house legal counsel in the Egyptian government, Saudi government, and a holding company. While he was serving in the Saudi government, Ahmed assisted in amending the GCC Common Law of Antidumping, Countervailing and Safeguard Measures and drafted its Executive Regulations. He has assisted in the execution of the first GCC regional trade remedies investigating authority.
He then contributed to the foundation of the Saudi General Authority of Foreign Trade ("GAFT"), the first dedicated authority to handle international trade issues in Saudi government. He also has a main role in establishing the Trade Remedies Deputyship within GAFT – the first trade remedy investigating authority in Saudi Arabia.
Ahmed also has an essential role in drafting and issuing the Saudi Law of Trade Remedies in International Trade and its Executive Regulations. He took part in all Saudi trade remedies proceedings and set policies and procedures of the trade remedies investigations. He advised in all export defense cases targeting Saudi exports in trade remedy proceedings in foreign markets.
During his time in Saudi government, Ahmed has been extensively involved in advising in trade policies. He advised in issuing the Saudi Regulation of GCC Rules of Origin and in other trade policies relating to subsidy schemes, export and import control, trade barriers, trade risk mitigation, non-tariff barriers, and customs procedures relating to trade remedies applications.
In addition, during his time in the Egyptian government, Ahmed worked on trade remedy proceedings and the World Trade Organization ("WTO") rules negotiations.
Furthermore, Ahmed has been involved with Egyptian and Saudi governments in negotiations of preferential trade agreements with several countries.
Prior to joining White & Case, Ahmed was Senior Legal Counsel in the Saudi General Authority of Foreign Trade for 7 years overseeing all trade remedies proceedings and export defence in the Trade Remedies Deputyship. Prior to that, he was General Counsel in a Holding Company for 4 years handling all legal matters of several affiliated companies. While before that, he was serving as a Senior Legal Counsel in the Saudi Ministry of Commerce for 5 years in trade policies and trade remedies. Prior to that, Ahmed spent 9 years in the Egyptian Ministry of Trade and Industry handling legal work in the Egyptian trade remedies authority and WTO issues.
