Biography
Chimera is a counsel in White & Case's Global Project Development and Finance Practice, based in Washington, DC. She has over a decade of experience representing clients in high-profile matters before FERC, including matters involving RTO/ISO generation and transmission interconnection issues, RTO/ISO tariff compliance, wholesale generation and transmission formula rates, and complaint proceedings under Section 206 of the Federal Power Act (FPA). She has extensive experience advising clients on regulatory strategy, stakeholder processes, and emerging issues affecting wholesale electricity markets.
Chimera handles cutting-edge regulatory work for data centers, representing them in federal and state regulatory proceedings and providing strategic counsel on market participation strategies and structuring co-location arrangements. She also counsels clients in commercial transactions involving FERC-jurisdictional assets, including regulatory due diligence related to the potential acquisition or financing of energy assets; corporate reorganizations, acquisitions or divestitures under Section 203 of FPA; market-based and formula rates under Section 205 of the FPA; issuance of securities under Section 204 of the FPA; and obtaining certifications for exempt wholesale generators and qualifying facilities under the Public Utility Holding Company Act of 2005 and the Public Utility Regulatory Policies Act of 1978, respectively.

- Stakeholders in appellate litigation before the 4th Circuit and regulatory proceedings before FERC involving Order No. 1920 and long term regional transmission planning requirements. *
- Clients in FERC proceedings involving transmission formula rates, including proposed depreciation rate changes, recovery of unamortized regulatory assets, and formal challenge proceedings.*
- Owners of a geothermal power plant in obtaining priority transmission rights for planned transmission capacity on the owner’s generation-tie line and in developing a non-conforming tariff to govern transmission on the generation-tie line.*
- Merchant and renewable generators in obtaining FERC approvals, including Section 203 and Section 204 approvals, and market-based rate authorizations.*
- Hyperscaler on RTO/ISO and FERC proceedings arising from the rapid growth of data centers, including RTO stakeholder processes concerning large-load and data center treatment and FERC rulemakings addressing cost causation, reliability risk, and tariff clarity for large loads, and advised client on strategic implications.*
- Renewable facilities in the preparation and filing of self-certifications of PURPA Qualifying Facility (QF) status.*
- Utility-scale solar and wind developers in obtaining Exempt Wholesale Generator (EWG) status. *
- Developers on the regulatory treatment of data center co location and behind-the-meter arrangements, including differences in treatment across multiple states and RTO/ISO regions.*
- Hyperscaler on proposed federal and state legislation affecting large load and co location arrangements, including analysis of potential impacts and policy considerations.*
- Battery storage facility on CAISO tariff and market rules as part of FERC Enforcement investigation.*
- Major hyperscaler in integrated resource plan proceedings before the Georgia Public Service Commission.*
- Major electric utility in a regulatory proceeding before the Indiana utility commission, defending allegations of imprudence, gross mismanagement, fraud and concealment in the design, engineering, and construction of an integrated gasification combined cycle plant.*
- Energy trading company in FERC proceeding involving allegations of market manipulation arising from sales made during the California energy crisis and secured dismissal of the California Attorney General’s US$180 million complaint through summary disposition.*
