Biography
Chih-Tang "James" Tsai is an associate in White & Case's Washington, D.C. International Trade practice. His practice focuses on international trade remedies, export controls, sanctions compliance, and cross-border transactions, with particular emphasis on antidumping (ADD) and countervailing (CVD) duty investigations and administrative reviews. James advises clients across industries including technology, semiconductors, manufacturing, and consumer goods on navigating complex US trade regulations and supply chain compliance.
James joined White & Case as an associate in September 2025 after serving as a summer associate in 2024. During his associateship, he analyzed Court of International Trade decisions on the US Department of Commerce's (DOC) abuse of discretion in rejecting respondents' filings and drafted a protest to US Customs and Border Protection (CBP) challenging ADD assessments on specific import entries. He also assisted in preparing responses and supporting exhibits to DOC questionnaires in administrative reviews of ADD.
Prior to law school, James served as a Senior Officer at the Taipei Economic and Cultural Representative Office (TECRO) in the US from January 2019 to July 2023. There, he coordinated with DOC to launch the US-Taiwan Technology Trade and Investment Collaboration (TTIC) in December 2021, addressing semiconductors, digital economy, and cybersecurity. He also facilitated negotiations with the Office of the United States Trade Representative (USTR) for the first patch agreement under the US-Taiwan Initiative on 21st-Century Trade, signed June 1, 2023. James produced reports for TECRO on CHIPS Act developments and congressional dynamics, actively collaborating with key industry stakeholders, including SIA, SEMI, TSMC, Qualcomm, Intel, and MediaTek, to provide legislative insights that informed decision-making and policy engagement.
