Overview

Lloyd focuses on mining and environmental law and dispute resolution, with a particular focus on natural resource disputes, providing mining, oil and gas regulatory advice; advising on disposals and acquisitions mining and industrial assets, black economic empowerment, strategic planning in relation to green field operations; and lobbying regulators. He advises on ESG and climate change and he consultants to clients in the nuclear, renewable energy, waste, water, steel, chemical and banking sector and other industries generally.

Experience

Representation of AngloGold Ashanti Limited in the disposal of its South African assets to Harmony Gold Mining Company Limited and Village Main Reef Limited. And acting for Anglo Gold Ashanti and Harmony Gold Mining Company in several urgent interdict applications against the unlawful disruption of operations and appropriation of assets by host communities.*

Representation of South32 SA Holdings Limited in the sale of its shareholding in South32 SA Coal Holding Proprietary Limited to Seriti Resources Holdings Proprietary Limited. And acting for South32 SA Holdings Limited in defence of the High Court Review application brought by a third party to set aside the decision to grant ministerial consent for the transaction with Seriti Resources Holdings Proprietary Limited.*

Representation of the Department of Energy in respect of the Renewable Energy IPP Procurement Programme, including programme design, drafting of procurement documentation, responding to bidder queries, bid evaluation, preparation of contractual documentation, responding to bidder change requests, preparation for financial close, ad hoc advice to the Department of Energy on all legal matters arising during design and implementation of the IPP Procurement Programme. Lloyd was responsible for assessing the IPP's project's compliance with environmental law which includes assessing the project proponents' Environmental Impact Assessments for fatal project flaws.*

Representation of Pebble Bed Modular Reactor (Pty) Ltd in respect of the nuclear regulation of the siting phase of nuclear new build project, the commencement of early works and the impact of South African planning and environmental legislation and drafting positions papers for legislative interventions required in the South African nuclear regulatory regime in relation to the development of first-of-its-kind nuclear technology on the basis of a comparative jurisdiction analysis of the US, Japan and Germany.*
