A description of the PPP legal framework in France, Guinea, Ivory Coast, Morocco and Senegal was written by Paule Biensan, François-Guilhem Vaissier and Anna Seniuta of the Energy, Infrastructure, Project and Asset Finance (EIPAF) team in Paris. These questionnaires provide overviews of the practical aspects and the legal issues of the PPP implementation in various countries where the Paris EIPAF team is involved.
These questionnaires were originally published in the Global Public Private Partnership Guide (First Edition, 2016), which aims to provide a summary of applicable legislation and available incentives to PPP projects worldwide in order to aid investors, lenders and government agencies in understanding and comparing relevant provisions from different jurisdictions.

As the authors are French lawyers registered at the Paris bar, the answers to the questionnaires relating to Guinea, Ivory Coast, Morocco and Senegal are based on their knowledge of the applicable regulations and on their experience of PPP projects implemented in these countries.
