Christina England-Livengood joins White & Case as a partner in Washington, DC

Global law firm White & Case LLP has expanded its Global Project Development and Finance Practice and Global Energy Industry Group with the addition of Christina England-Livengood as a partner in Washington, DC.

England-Livengood brings more than 15 years of experience leading licensing, contracting, compliance, litigation and policy development across the full life cycle of nuclear operations. She possesses cross-disciplinary knowledge in US Department of Energy (DOE) contracting and US Nuclear Regulatory Commission (NRC) regulation, with a history of delivering results in high-stakes regulatory and commercial matters.

At the DOE, England-Livengood advised on initiatives for advanced nuclear technology, including small modular reactors (SMRs) and microreactors, and specialized HALEU and TRISO fuel. She developed siting, procurement, and partnership strategies to implement Congressional mandates and executive orders; and she counseled DOE leadership on nuclear safety, environment, health, and security in high-visibility programs and critical projects.

During her tenure at the NRC, England-Livengood directed legal strategy for reactor licensing, license renewals, materials licensing (including fusion), and fuel cycle facility licensing. She advised on export controls, global nuclear trade, and international treaty compliance while leading federal rulemakings that established frameworks for licensing efficiency and waste storage.

England-Livengood strengthens the Firm's nuclear energy capabilities, together with counsel Ximena Vásquez-Maignan, who joined White & Case in 2022 in Paris. Over the past year, White  & Case has enhanced its energy capabilities by adding partners Gabriel Salinas, Ian Goldberg, Alex Miron and Joshua Teahen (all in Houston); Hervé Pisani (Paris); Ruta Kalvaitis Skučas and George Fatula (Washington, DC); Serra Tar (London); and John Donaleski (New York).
