Biography

Christina is a Partner in our Project Development & Finance practice and Global Energy Industry Group based in our Washington D.C. office.

Christina brings over 15 years of experience leading licensing, contracting, compliance, litigation, and policy development across the full lifecycle of nuclear operations. With cross-disciplinary expertise in Department of Energy (DOE) contracting and Nuclear Regulatory Commission (NRC) licensing, she offers a specialized perspective on both high-stakes regulatory hurdles and commercial project execution.

Drawing on her extensive experience at the DOE and the NRC, Christina advises on nuclear law, including regulatory compliance for DOE nuclear facilities and NRC commercial licensing. At the DOE, she managed interagency coordination of innovative legal approaches for developing and licensing advanced reactors, including small modular reactors and microreactors, and specialized HALEU and TRISO fuel initiatives. She developed siting, procurement, and partnership strategies to implement Congressional mandates and executive orders; and she counselled DOE leadership on nuclear safety, environment, health, and security in high-visibility programs and critical projects.

During Christina's time at the NRC, she oversaw rulemakings and legal strategy for reactor licensing, license renewals, materials licensing, fuel cycle facilities, transportation of nuclear materials, and decommissioning. Her work involved leading financial and regulatory oversight initiatives, such as financial qualification and assurance audits for applicants and licensees.

Christina's background includes advising on export controls, global nuclear trade, Atomic Energy Act § 123 Agreements, and international treaty compliance. She served as a legal advisor for multiple teams coordinating with the Japanese government and industry leaders following the Fukushima accident. She has also managed interagency coordination for the decommissioning and historic preservation of the NS Savannah and provided guidance on international and maritime nuclear law.
