White & Case advises consortium of banks on US$902.3 million financing for LNG-to-power project in the Dominican Republic

Global law firm White & Case LLP has advised Citibank, N.A. and JPMorgan Chase Bank, N.A., as joint lead arrangers, joint bookrunners and joint structuring agents, as well as IDB Invest, Corporación Andina de Fomento and the other mandated lead arrangers and senior lenders, on the US$902.3 million senior secured limited recourse project financing for the Manzanillo LNG-to-power project in the Dominican Republic.
The project consists of the design, development, construction, operation and maintenance of two combined-cycle thermal power plants, each with an approximate net installed capacity of 420 megawatts (MWs), for a total capacity of 840 MWs. It also includes a jetty and related infrastructure to enable the power plants to receive natural gas from a dedicated floating storage and regasification unit, and a floating storage unit, as well as the related transmission infrastructure required to inject electricity into the national grid.
This project represents a key strategic investment for the Dominican Republic and was recognized as "Power Deal of the Year" for Latin America at the 2025 IJGlobal Americas Awards.
