Biography

Carlos worked at the Mexican Central Bank from 2019 to 2025. During his tenure, he advised on the design and implementation of financial regulations across various sectors, including capital markets, payment systems, banking operations, derivatives, virtual assets, and financial market infrastructures.

Carlos played a key role in several major regulatory initiatives. These included amendments to SPEI regulations, the establishment of banking liquidity requirements, Mexico's response to the COVID-19 financial crisis, and the implementation of the Fintech Law. Additionally, he contributed to the adoption of the IOSCO-BIS Principles for Financial Market Infrastructures (PFMI) in Mexico.
