Biography

Joshua is a Partner in the Project Development and Finance group based in Doha, Qatar. His practice focuses on the structuring, development and financing of major projects on behalf of procurers, sponsors, sovereign wealth funds and financiers. Joshua’s experience spans the conventional power, renewables, oil and gas (upstream, midstream and downstream) and infrastructure sectors (including PPP projects). He advises on projects across the Middle East (including Qatar, Saudi Arabia, the UAE, the Syrian Arab Republic and Iraq), Central Asia and Europe.

Joshua has over a decade of experience practising in the Middle East. Prior to joining White & Case, he worked at a magic-circle law firm in their Abu Dhabi and Dubai offices. From 2019 to 2024, he was based in White & Case's Abu Dhabi office before relocating to Doha. He also completed a secondment to QatarEnergy's legal team in 2023–2024.

Experience

Energy – Power and Renewables

  • Advising an international consortium led by Qatar-based UCC and PIH, alongside Kalyon G.I.S. Energy, Cengiz Energy, and Power International (USA) on a US$7 billion project for the development and operation of eight new power generation stations in the Syrian Arab Republic, with a total capacity of 5,000 megawatts. This landmark transaction represents a major step in Syria’s efforts to rebuild its energy infrastructure and restore national power capacity after years of underinvestment and disruption.
  • QatarEnergy as strategic national investor in connection with the development and project financing of the 2.5 GW Facility E IWPP power project in Ras Abu Fontas, Qatar. 
  • UCC Holdings in connection with its development and project financing of a 1,000 MW CCGT power project in Kazakhstan.
  • Siraj 1 (QatarEnergy) on matters relating to the 800MW Al-Kharsaah Solar Project (with joint venture partners TotalEnergies and Marubeni). 
  • QatarEnergy on its development of the Mesaieed (875MW) and Ras Laffan Industrial Cities (460MW) solar projects (while on secondment to QatarEnergy legal team).
  • Saudi Aramco on the divestment, development and operation of the US$12 billion, largest Integrated Gasification and Combined Cycle (IGCC) project in the world, located in Jazan, Saudi Arabia. This deal was recognised as "Global Deal of the Year" by Project Finance International 2021.
  • Saudi Aramco, Total and SATORP on the procurement, financing and development of the Amiral Steam Cogeneration plant supporting SATORP’s Amiral refinery in the Kingdom of Saudi Arabia. 
  • Sumitomo Corporation and Shikoku Electric (Yonden) in connection with shareholder matters relating to the Hamriyah IPP in Sharjah, UAE.
  • Sumitomo Corporation in connection with a wind-power project in Egypt.
  • Abu Dhabi National Energy Company (TAQA) in connection with its commercial project contracts.
  • Emirates Water and Electricity Company (EWEC) in connection with various project and commercial matters including re-negotiation of existing supply contracts.
  • A developer on its co-investment and joint venture with an international power and water developer for a wind-power project in Azerbaijan. 
  • Valorem, an international green-energy developer, in connection with its development of wind-power projects in Finland and related commercial agreements.

Energy – Oil, Gas and Petrochemicals

  • Advising an international oil and gas company in connection with a cross-border pipeline project between the Republic of Iraq and the Syrian Arab Republic. 
  • Advising on various gas sales and purchase agreements connected to the Syrian Arab Republic.
  • QatarEnergy and Chevron Phillips Chemical in connection with the development and financing of the US$7 billion petrochemical complex in Ras Laffan, Qatar (RLPP) (this deal was recognised as “Middle East and Africa Petrochemical Deal of the Year” by Project Finance International 2023).
  • UCC Holding and Power International Holding in connection with their development and financing of 4 separate mega-projects in Kazakhstan as a joint venture with Qazaqgas (2 gas pipeline transportation projects and 2 associated gas processing plants).
  • QatarEnergy and Chevron Phillips Chemical’s joint venture to develop the Golden Triangle Polymers petrochemicals project, a US$8.5 billion world-class integrated polymers facility located in Orange, Texas (while on secondment to QatarEnergy’s legal team).
  • Advising the developer of a fertilizer (granular urea) plant project in Iraq.
  • Qatar Petrochemical Company (QAPCO) in connection with its project management and development of an industrial salt manufacturing project (brine-recovery project) in Qatar.

Infrastructure 

  • An international consortium led by UCC Holding, together with Cengiz İnşaat and Kalyon of Turkey, and Assets Investments from the USA, on all aspects of the redevelopment, expansion, construction, and operation of Damascus International Airport including related aircraft purchase and financings.
  • The Transport Ministry of a GCC country in connection with a port restructuring project.
  • The Transport Ministry of a GCC country in connection with a public-transport concession renewal and amendment.
  • Hassad Food (Qatar Investment Authority) and Tiryaki Agro consortium in relation to all aspects of a bid to develop and operate the Qatar Strategic Food Security Facility concession at Hamad Port, Qatar.
  • NEOM Company in connection with the development of hotel and retail facilities at the NEOM site in the Kingdom of Saudi Arabia.
  • The lenders to a consortium bidding to develop Phase II of the Abu Dhabi Roads Lighting PPP in the UAE.
  •  A UAE-based investment fund in connection with its bid to acquire district cooling plants and related infrastructure from Abu Dhabi National Oil Company (ADNOC).
  •  Acting for the procurer in connection with a managed equipment services and hospital accommodation PPP in Saudi Arabia.
  •  Advising Saudi Aramco in connection with all aspects of the development of the King Salman Energy Park (SPARK) project.
