Overview

Jo Draper's practice is focused on the delivery and divestment/acquisition of major projects and infrastructure, particularly in the transport, health, defence, justice and renewable energy sectors. Her practice includes PPPs, design and construction, operations and maintenance, facilities management, brownfield developments and divestments/acquisitions.

Jo has held a leading role in advising governments, consortiums, financiers, equity investors and contractors tendering for infrastructure projects throughout Australia and New Zealand. She also has extensive experience in the development of unsolicited proposals to State Governments in Victoria and New South Wales. Her divestments and acquisitions experience covers the sale and purchase of both greenfield developments and secondary market infrastructure assets, and includes the sale and purchase of insolvent assets.

Advising the Victorian Government in relation to the procurement of the Suburban Rail Loop Project in Victoria.

West Gate Tunnel
Advised the Transurban Group in relation to its unsolicited proposal to the Victorian Government to deliver the West Gate Tunnel Project in Victoria

High Capacity Metro Trains*
Advised Public Transport Victoria in relation to the procurement of high capacity metro trains and new maintenance facilities for the metropolitan rail network in Melbourne, Victoria.

NorthConnex Motorway*
Represented a consortium comprising Transurban, CPPIB and QIC in relation to their unsolicited proposal to the NSW Government to deliver the NorthConnex Motorway in Sydney, NSW.

Transmission Gully Road PPP*
Advised the Wellington Gateway Partnership (comprising The Bank of Tokyo-Mitsubishi, Leighton Contractors, HEB Construction, The Accident Compensation Corporation of New Zealand and InfraRed Infrastructure) in relation to its bid to build and deliver the Transmission Gully PPP in New Zealand.

Gold Coast Rapid Transit Light Rail PPP*
Advised the financiers to the GC Connect Consortium (comprising MTR Corporation, Itochu Corporation, John Holland and the Royal Bank of Scotland) in relation to its bid to build and deliver the Gold Coast Rapid Transit Light Rail PPP in Queensland.

Lane Cove Tunnel Project*
Advised the Transurban Group in relation to its acquisition of the Lane Cove Tunnel toll road project (New South Wales) from receivership.

Peninsula Link PPP*
Advised the financiers to the Southern Way Consortium (comprising Abigroup, Bilfinger Berger and the Royal Bank of Scotland) in relation to its successful bid to build and deliver the Peninsula Link PPP in Victoria.

Legacy Way and the Go-Between Bridge toll roads Project*
Advised the Queensland Motorways group in relation to its acquisition of the Legacy Way and the Go-Between Bridge toll roads in Queensland.

New Royal Adelaide Hospital PPP*
Advised the financiers to the Torrens Health Partnership (comprising Bilfinger Berger Project Investments, Royal Bank of Scotland, Lend Lease Infrastructure Investments, Baulderstone/Bovis Lend Lease, and ISS Health Services) in relation to its bid for the New Royal Adelaide Hospital PPP project in South Australia.

Victorian Comprehensive Cancer Centre PPP*
Advised the financiers to the Royal Bank of Scotland consortium in relation to its bid for the Victorian Comprehensive Cancer Centre PPP project in Victoria.

Eastern Goldfields Regional Prison PPP*
Advised the Assure Partners Consortium (comprising Capella Capital, John Holland, Pindan Contracting and Honeywell) in relation to its successful bid for the 350 bed Eastern Goldfields Regional Prison PPP in Kalgoorlie, Western Australia.

Batchelor Solar Farm and the Hudson Creek Gas-fired Power Plant
Advised a fund manager in relation to its acquisition of the Batchelor Solar Farm and the Hudson Creek Gas-fired Power Plant in the Northern Territory.

Sunraysia Solar Farm
Advised John Laing in relation to its acquisition of a majority interest in the Sunraysia Solar Farm in New South Wales (IJ Global's Asia Pacific Solar Deal of the Year for 2018).

Cocamba Solar Farm
Advised an international developer in relation to its acquisition of a majority interest in the Cocamba Solar Farm in Victoria.

Delburn Wind Farm
Advising OSMI Australia in relation to the divestment of its interest in the Delburn Wind Farm in Victoria.
