Biography
Saul Daniel is Co-Head of the Asia-Pacific Energy Group of White & Case. His practice involves the representation of clients in a wide range of complex transactions across the energy industry including project development, joint ventures and project finance.
He has extensive experience in the upstream, downstream and LNG sectors in particular. Saul has worked on major energy transactions throughout the Americas, Africa, Asia, Europe and the Middle East.
Saul has worked in the Houston, London and Abu Dhabi offices of White & Case.
Experience
Petrochemicals/Refinery/Chemicals
- Saudi Aramco, in its joint venture with China Petroleum & Chemical Corporation (SINOPEC), and Fujian Petrochemical Company Limited (FPCL) to carry out a new integrated refining and petrochemical complex in Fujian Province, China.
- Saudi Aramco in connection with its US$3.6 billion acquisition from Zhejiang Rongsheng Holding Group Co., Ltd. of an approximately 10% interest in Shenzhen-listed Rongsheng Petrochemical Co. Ltd. (Rongsheng).
- Saudi Aramco on the development and financing of a US$12.1 billion greenfield refinery and petrochemicals complex in Panjin City, Liaoning Province in northeast China.
- An Asian chemicals company, as a shareholder, in connection with its investment in a proposed petrochemical project in Malaysia.
- The sponsor in connection with its proposed development and financing of a gas-to-chemical complex, based on methanol-to-olefins (MTO) technology, in Uzbekistan.
- Saudi Aramco on its supply and offtake arrangements in connection with its investment in Hyundai Heavy Industries refinery in Korea.
- Saudi Aramco on its proposed joint venture with Pertamina and US$6 billion investment in the Cilacap refinery and petrochemical facility in Indonesia.
- KLPE, a joint venture consisting of United Chemicals Company and LG Chem with the proposed $4 billion development and financing of a petrochemical project in Kazakhstan.

- Kumul Petroleum Holdings Ltd., Papua New Guinea's national oil and gas company, in its US$602 million acquisition of a 2.6 per cent interest in the PNG LNG Project from Santos Limited (ASX: STO).
- Kumul Petroleum Holdings Ltd., Papua New Guinea's national oil and gas company on its LNG and condensate sales arrangements.
- An international trading company on its standard form LNG master sales agreements.
- A US developer on the proposed development and financing of an LNG-to-Power Project in Indonesia.
- Noble Energy on its LNG sale and purchase arrangements from the Alen Gas Project in Equatorial Guinea.

- Saudi Arabian Oil Company (Saudi Aramco) on the acquisition of a 40% stake in Gas & Oil Pakistan Limited ("GO"). GO, a diversified downstream fuels, lubricants and convenience stores operator, is one of the largest retail and storage companies in Pakistan.
- An international trading company in connection with its supply of various products including naphtha, bitumen, refined products, LPG and lubricants to multiple projects globally.
- A foreign investor on the development of an offshore oil and gas block in Malaysia, including a joint operating agreement and production sharing contract.
- Orca Exploration in connection with all its upstream and midstream arrangements relating to the Songo Songo gas field in Tanzania including the production sharing agreement with the Ministry of Oil and Gas, gas processing, transportation and sales, drilling obligations and rig contracts.
- Pan American Energy on the first ever combined transfer of a Mexican oil block approved by CNH and the transfer of an interest in an Exploration and Extraction Contract.
- Nigerian National Petroleum Corporation (NNPC), The Shell Petroleum Development Company of Nigeria Limited (SPDC) and Total E&P Nigeria Limited (TEPNG) as sponsors, on a US$1 billion financing for development activities in 30 oil fields across 12 OMLs under the NNPC's oil debt programme.
