White & Case contributes to paper on treaty framework for long-term security guarantees for Ukraine

White & Case LLP, through a team led by Charles Balmain (London) and supported by associates Nataliia Tuzheliak and Jonny Galbraith Brown, and trainee solicitor Lucas Goodway (all London), in collaboration with the Public International Law & Policy Group (PILPG), a global pro bono law firm, has co-authored a comprehensive policy planning memorandum proposing a treaty-based framework for long-term security guarantees for Ukraine.

The memorandum presents a legally robust and practical framework designed to strengthen Ukraine’s long-term deterrence posture and defence capabilities. It examines a range of existing international security guarantee models and assesses their suitability in the Ukrainian context. Based on this comparative analysis, the memorandum proposes draft treaty language that could serve as a foundation for future security arrangements between Ukraine and its international partners.

The publication is intended to inform ongoing discussions on a durable post-war security framework and to serve as a practical resource for governments, international organisations and policymakers involved in developing and negotiating enforceable security guarantees for Ukraine within an evolving European defence architecture.
