Global law firm White & Case LLP has successfully represented SharrCem Sh.p.k., a subsidiary of multinational cement and building materials producer the Titan Group and the largest cement producer in Kosovo, in a competition proceeding before the Kosovo Competition Council.
This was the first-ever abuse of dominance case brought by the Kosovo agency. The allegation was that SharrCem Sh.p.k. had changed its prices while the Kosovo government was taking certain safeguard measures against imports. After two hearings and a series of written pleadings, the Council decided to close the investigation and acquitted SharrCem Sh.p.k. of all allegations.

Partner Ian Forrester QC and local partner Dr Assimakis Komninos were the first foreign lawyers to plead before the Kosovo Competition Council, alongside local counsel Pallaska & Associates. The White & Case team advising SharrCem Sh.p.k. also included associates Dr Katarzyna Czapracka and Irina Trichkovska, also based in Brussels.
This achievement adds to other recent notable successes for the Brussels-based competition team in Southeastern Europe, including another recent victory for Titan Cement in Albania.
